If a public university can take four years of fees and never require a live URL, that is not a student personality defect. It is governance. Affiliation of empty campuses, frozen CTEVT lists, and internships graded as attendance are state products. The damage is documented in Nepal's IT education system.

Can students learn IT in Nepal without government help
MDN is free. Git is free. A VPS is cheaper than a semester of notes.
Waiting for policy is a career strategy only if you enjoy being unready for work. Global docs do not need a gazette notice. Nepal vs global technology is already lost if the student treats the state as the only teacher. Blame the ministry for the factory. Do not outsource your GitHub to the cabinet.

GenZ failing is not only the PM. Companies that demand two years and give photocopy internships share the loop. That loop is why students cannot fulfil work-experience needs. Blame without a split is just Twitter.
